കേരളത്തിലെ ദളിതരും ആദിവാസികളും കൃഷിഭൂമിക്കും പൊതു ഭൂമിക്കും വേണ്ടിയുള്ള ശക്തമായ സമരങ്ങള്‍ നടത്തുമ്പോഴാണ് രണ്ട് സെന്റും നാല് സെന്റും കോളനികളെ സ്വയംപര്യാപ്ത ഗ്രാമങ്ങളാക്കുമെന്നു സര്‍ക്കാര്‍ പ്രഖ്യാപിക്കുന്നത്.
കെ.പി.സി.സി പ്രസിഡന്റ് രമേശ് ചെന്നിത്തലയുടെ കോളനി സന്ദര്‍ശന പരിപാടിയും ഇത്തരം തട്ടിപ്പിന്റെ മറ്റൊരു മുഖമാണെന്ന്‌ വ്യക്തം.
പട്ടികജാതി കോളനികളില്‍ സംസ്ഥാന സര്‍ക്കാര്‍ നടപ്പാക്കുന്ന സമഗ്ര സ്വയംപര്യാപ്ത ഗ്രാമം പദ്ധതി തട്ടിപ്പാണെന്ന് സംശയമുയരുന്നു. സംസ്ഥാനത്തെ 100 പട്ടികജാതി കോളനികളിലാണ് പദ്ധതി നടപ്പാക്കുന്നത്. മാര്‍ച്ച് 31നു മുമ്പ് 100 കോടിയുടെ വികസനപ്രവര്‍ത്തനമാണ് ലക്ഷ്യമെന്ന് സര്‍ക്കാര്അവകാശപ്പെടുന്നു .
ഒരു നിയോജകമണ്ഡലത്തിലെ തിരഞ്ഞെടുത്ത ഒരു കോളനി വീതമാണ് പദ്ധതിയില്‍ ഉള്‍പ്പെടുത്തിയിട്ടുള്ളത്. കോളനികളിലെ സ്വന്തമായി സ്ഥലമുള്ള എല്ലാവര്‍ക്കും വീട് നല്‍കുമെന്നാണ് സര്‍ക്കാര്‍ വ്യക്തമാക്കിയിട്ടുള്ളത്. ഒരു കുടുംബത്തിന് രണ്ടുലക്ഷം രൂപയാണ് ഭവനനിര്‍മാണത്തിന് അനുവദിക്കുക. എല്ലാ വീട്ടിലും കക്കൂസ് നിര്‍മിക്കും. വഴി, വെള്ളം എന്നിവയും ലഭ്യമാക്കും എന്നും പദ്ധതിയില്‍ പറയുന്നു. ഇതിനുപുറമേ തൊഴില്‍സംരംഭം, കംപ്യൂട്ടര്‍ സംവിധാനമുള്ള ഗ്രന്ഥശാല, ബയോഗ്യാസ് പ്ളാന്റ് നിര്‍മിക്കാനും മണ്ണുസംരക്ഷണത്തിനും പദ്ധതിയുണ്ട്. അമ്പതിലേറെ പട്ടികജാതി കുടുംബങ്ങള്‍ താമസിക്കുന്ന കോളനികളാണ് ആദ്യഘട്ടത്തില്‍ തിരഞ്ഞെടുത്തത്. എന്നാല്‍ ഈ മാനദണ്ഡം പാലിക്കേണ്ടതിനാല്‍ 40 നിയോജകമണ്ഡലങ്ങളില്‍ അര്‍ഹമായ കോളനികളെ കണ്ടെത്തിയിട്ടില്ല.
ഒരു കോളനിയില്‍ ഒരു വീടിന് രണ്ടു ലക്ഷമനുസരിച്ച് 50 വീടിന് ഒരു കോടി രൂപയാവും. 100 കോളനിയില്‍ മാത്രം ഇപ്രകാരം 100 കോടി വേണം. മറ്റു കാര്യങ്ങള്‍ക്കാവട്ടെ പണം തികയുകയുമില്ല. മാത്രമല്ല 100 കോളനിയില്‍ രണ്ടു ലക്ഷത്തിന്റെ 5000 വീടുകളാണ് നിര്‍മിക്കുക. എന്നാല്‍ കില 2012 ഫെബ്രുവരിയില്‍ പുറത്തുവിട്ട സര്‍വേ റിപോര്‍ട്ടനുസരിച്ച് സംസ്ഥാനത്ത് പട്ടികജാതിക്കാരായ 15,984 പേര്‍ക്ക് സ്വന്തമായി വീടില്ല. ആദിവാസികളുടെ കണക്ക് വേറെയാണ്. 25,408 കുടുംബങ്ങളാണ് ഭൂരഹിതരും ഭവനരഹിതരുമായിട്ടുള്ളത്. നേരത്തെ തന്നെ പണി തുങ്ങി പൂര്‍ത്തീകരിക്കാത്ത 67,911 വീടുകളുണ്ടെന്നും സര്‍വേ പറയുന്നു. അറ്റകുറ്റപ്പണി നടത്താന്‍ പറ്റാത്തവിധം ജീര്‍ണമായതാകട്ടെ 19,501 വീടുകള്‍. ഒറ്റമുറി മാത്രമുള്ള വീടുകളുടെ എണ്ണം 1,23,871 ആണ്. യാഥാര്‍ഥ്യം ഇതായിരിക്കേയാണ് പട്ടികജാതിക്കാരുടെ കണ്ണില്‍ മണ്ണിടാന്‍ സ്വയംപര്യാപ്തഗ്രാമം പദ്ധതിയുമായി സര്‍ക്കാര്‍ മുന്നോട്ടുവന്നിരിക്കുന്നത്. പട്ടികജാതി സങ്കേതങ്ങളെക്കുറിച്ച് കില നടത്തിയ സര്‍വയുടെ അടിസ്ഥാനത്തിലാണ് പദ്ധതി വിഭാവനം ചെയ്തിരിക്കുന്നത്.
സംസ്ഥാനത്ത് ആകെ 26,198 പട്ടികജാതി സങ്കേതങ്ങളാണ് ഉള്ളത്. അഞ്ച് പട്ടികജാതി കുടുംബങ്ങളടങ്ങിയതാണ് ഒരു സങ്കേതം. ഇതില്‍ 416 സങ്കേതങ്ങള്‍ അമ്പതില്‍ കൂടുതല്‍ കുടുംബങ്ങള്‍ ഉള്ളവയാണ്. കിലയുടെ സര്‍വേ പ്രകാരം ആകെ ജനസംഖ്യയാവട്ടെ 23.52 ലക്ഷം. ഏറ്റവും കൂടുതല്‍ പട്ടികജാതി സങ്കേതങ്ങളുള്ളതാവട്ടെ പാലക്കാട് ജില്ലയിലും. 4314 പട്ടികജാതി സങ്കേതങ്ങളാണ് ഇവിടെയുള്ളത്. അതുകൊണ്ട് പാലക്കാട് ജില്ലയിലാണ് പദ്ധതിക്ക് തുടക്കമിട്ടത്. ജില്ലയില്‍ തൃത്താല, പട്ടാമ്പി, കോങ്ങാട്, ആലത്തൂര്‍, തരൂര്‍, നെന്മറ, മലമ്പുഴ എന്നീ നിയോജകമണ്ഡലങ്ങളിലെ ഏഴു കോളനികളിലാണ് പദ്ധതി ആദ്യമായി നടപ്പാക്കുന്നത്. ഈ കോളനികളിലെ 50 വീടുകള്‍ വീതം 350 വീടുകള്‍ക്ക് രണ്ടുലക്ഷം വീതം നല്‍കണം. ഏഴു കോടി രൂപ വീടിനായി മാത്രം വരും.
