116 വര്ഷം മുമ്പ് നിര്‍മ്മിച്ച മുല്ലപ്പെരിയാര്‍ അണക്കെട്ട് കേരളത്തിലെ നാല് ജില്ലകളിലെ 40 ലക്ഷം ജനങ്ങളുടെ ഉറക്കം കെടുത്തുന്ന അവസ്ഥയിലാണ് 5 വര്ഷം മുമ്പ് മുല്ലപ്പെരിയാര്‍ സമരസമിതി പ്രക്ഷോഭത്തിലേക്ക് നീങ്ങിയത്. സമരസമിതിയുടെ മുഖ്യ ആവശ്യം മുല്ലപ്പെരിയാറില്‍ പുതിയ അണക്കെട്ട് നിര്‍മ്മിക്കുക എന്നതായിരുന്നു. ഒരു ചെറിയ സംഘം പ്രദേശവാസികളുടെ നേതൃത്വത്തില്‍ നടന്ന സമരം വിപുലമായ സംഘടന ബലമുള്ള കക്ഷിരാഷ്ട്രീയ പ്രസ്ഥാനങ്ങളോ അവരുടെ പോഷക സംഘടനകളോ പിന്തുണക്കാതിരുന്നപ്പോള്‍ പരിസ്ഥിതി- ജനകീയ സംഘടനകളുടെ സജീവമായ പിന്തുണയുണ്ടായിരുന്നു. എന്നാല്‍ കഴിഞ്ഞ വര്ഷം ഓഗസ്റ്റുമാസത്തില്‍ സര്‍ക്കാരിനും വിവിധ രാഷ്ട്രീയ പ്രസ്ഥാനങ്ങള്‍ക്കും മുല്ലപ്പെരിയാറിന്റെ അപകടസ്ഥിതിയും ജനങ്ങളുടെ ഉല്‍ക്കണ്ഠകളും ബോധ്യപ്പെട്ടതിന്റെ ഫലമായി ‘കേരളത്തിന്‌ സുരക്ഷ തമിഴ്നാടിന് വെള്ളം’ എന്ന ആവശ്യമുന്നയിച്ചുകൊണ്ട് അതിശക്തമായ ജനകീയ പ്രക്ഷോഭങ്ങള്‍ ഉയര്‍ന്നു വരികയുണ്ടായി. ഈ പ്രക്ഷോഭം ദേശീയതലത്തില്‍ ശ്രധിക്കപ്പെട്ടതോടെ സുപ്രീം കോടതി മുല്ലപ്പെരിയാര്‍ പ്രശ്നത്തെക്കുറിച്ച് പഠിച്ചു റിപ്പോര്‍ട്ട് സമര്‍പ്പിക്കാന്‍ ജസ്റ്റിസ് എ എസ് ആനന്ദ് ചെയര്‍മാനായ ഒരു കമ്മിറ്റിയെ നിയോഗിച്ചു. പ്രസ്തുത കമ്മിറ്റിയില്‍ കേരളത്തിന്റെ പ്രതിനിധിയായിരുന്നത് ജസ്റ്റിസ് കെ ടി തോമസായിരുന്നു. ഖേദമെന്നു പരയാട്ടെ ഉന്നതാധികാര സമിതിക്കു മുമ്പാകെ കേരളത്തിലെ സുരക്ഷയെ സംബന്ധിച്ച വാദമുഖങ്ങള്‍ അവതരിപ്പിച്ച് കേരളത്തിന്റെ താല്‍പ്പര്യങ്ങള്‍ സംരക്ഷിക്കാന്‍ ഗവണ്മെന്റിനു കഴിഞ്ഞില്ല. ഫലമോ കേരളത്തിന്‌ വിരുദ്ധവും തമിഴ്നാടിനു അനുകൂലവുമായൊരു റിപ്പോര്‍ട്ടാണ് ഉന്നധാതികാര സമിതി സുപ്രിം കോടതിക്ക് സമര്‍പ്പിച്ചിരിക്കുന്നത്. റിപ്പോര്‍ട്ടിനെ സംബന്ധിച്ച കക്ഷിരാഷ്ട്രീയ പ്രസ്ഥാനങ്ങള്‍ക്കിടയില്‍ പതിവ് വിവാദങ്ങളും മന്ത്രിസഭാംഗങ്ങളില്‍ ഭിന്നിപ്പുകളും നിലനില്‍ക്കുമ്പോള്‍, മുല്ലപ്പെരിയാര്‍ പ്രശ്നം സംബന്ധിച്ച് വാസ്തുനിനിഷ്ഠവും ശാസ്ത്രീയവും യുക്തിഭദ്രവുമായൊരു നിലപാട് മുന്നോട്ടു വയ്ക്കാന്‍ കഴിഞ്ഞത് നവ ജനാധിപത്യ പ്രസ്ഥാനത്തിനും അത് പ്രസിദ്ധീകരിക്കാന്‍ കഴിഞ്ഞ ഉത്തരകാലത്തിനുമാണ്.
